Make sure the tank vents ie air can get in. I've been very lucky! 
Mine's obviously stopped venting after I changed a split filler elbow 

 

 
Yes the tanks are meant to be flat bottomed! 

I didn't have the Scooby canister in place (well it worked fine with the split filler neck!) 

My VW vents work both ways, ie suck and blow. 

Now in hindsight (wonderful thing) VW vented the tank to the airfilter *not* the manifold. 
Live and learn. 

I hope my mistake means you peeps don't have to make the same one.
